Yes, there are many many many similar verses in the Old Testament...

The Old Testament falls under the old covenant God made with the Jews, and yes, if they don't believe Jesus was who he said he was, then they are still under that law even today...

Jesus came along in the New Testament (Gospels) and did away with the old covenant and made a new covenant with the gentiles... This new covenant by no means did away with the Ten Commandments but it did abolish the punishments for sin because under the new covenant 'christians' are NOT supposed to be sinning, despite what mainstream 'christianity' teaches...

In a nutshell...
Punishments for sin under the old covenant were carried out by man... (Jews)
Punishments for sin under the new covenant will be carried out by God... (Christians)
