The Hebrew Bible is full of YHWH's forgiveness "with repentance." OT sacrifices were a substitute for the payment of civil and religious violations, food was used for value, a substitute for MONEY and/or other valuable items not very available in ancient Israelite culture. Even in the NT, Jesus told the scribes that he was given the power on earth to forgive sin simply by saying so, and did it. See Matt. 9: 6.
