Compulsion in Islam

If there is no compulsion in Islam, then why are you not free to disbelieve? I have heard of cases where fathers in the Middle East, in purely Islamic countries, will turn their daughters over to the authorities to be killed if they convert to another religion. It appears that there is, at least in some parts of the world, compulsion in Islam.
