You raised an interesting line of thought.

Even when those in power are sincere in their beliefs they tend to interpret their religious belief structure in ways that support and sustain of their own dominant position.

I'm by no stretch a historian, but there is a lot of history around the subject of rulers paying what looks a lot like convenient lip service to religious beliefs. What you point out about the Imams and Osama Bin Ladenites is an extension of a chain of of stated beliefs that extends from the Pharoahs, to the Caesars, to the Kings of Europe, and down to the present day Presidential attendees at Prayer Breakfasts.

This matter of the religion of rulers takes on a whole new light when considered with respect to how much blood was spilled as Christianity underwent its reformation.
