If you are reading Quran than you do not have to read just only one verse but the whole chapter so that you know that where is it about. In 9:5 it is written because the Pagans created just only problems for moslims. Muslims gave them a lot of choices so that they could live there but they had broken that agreement and they still attacked on moslims and made their life a misery that's why they were aloow to attack back . you have to understand what is written. I request you to read Quran carefully and understand it. I hope so that you will get the right way.....
