allegiance to Africa requires loss of US citizenship?

I happened to be looking at an old US passport (1980), and it states that "...you may lose your United States nationality...by taking an oath or making a declaration of allegiance to a foreign state..."

Obama had to make such a declaration of allegiance to become a member of his church, since he declared his allegiance to Africa, therefore he isn't a legal a U.S. citizen and can't hold any office.
