To Shakeel: Terrorising to compel infidels to believe

Shakeel you wrote to Jaladhi: "This is your understanding of Quran, whenever you will have limited and insufficient knowledge; you will make such conclusions like Quran gives blank cheque to kill non-Muslims and every thing other than Islam is mischief on earth.

Read this verse,

10:99 If it had been thy Lord's will, they would all have believed,- all who are on earth! wilt thou then COMPEL mankind, against their will, to believe! "

Shakeel, I have limited and insufficient knowledge, so please explain to me the verses I have quoted below which seem to contradict 10:99 that you have quoted.

009.029 SHAKIR: Fight those who do not believe in Allah, nor in the latter day, nor do they prohibit what Allah and His Messenger have prohibited, nor follow the religion of truth, out of those who have been given the Book, until they pay the tax in acknowledgment of superiority and they are in a state of subjection.

Is this not compulsion???

008:12 SHAKIR: When your Lord revealed to the angels: I am with you, therefore make firm those who believe. I will cast terror into the hearts of those who disbelieve. Therefore strike off their heads and strike off every fingertip of them.

Why is Allah casting terror into the hearts of disbelievers and then instructing Muslims to strike off their heads and fingertips?

Don't these two verses show that Allah wants to enforce his religion on everyone?
