It is still thriving there, because African Muslims are poor, backward and mostly ignorant of Islam. There is no basis of female circumcision in Islam.

Having more than wife is conditional, only those men are allowed to marry who are confident that they would be just with each of them and won't do injustice with any of them, and if they fear, they must not marry second.

And if you fear that you cannot act equitably towards orphans, then marry such women as seem good to you, two and three and four; but if you fear that you will not do justice (between them), then (marry) only one or what your right hands possess; this is more proper, that you may not deviate from the right course. (Quran 4:3)

Compared to number of women, the number of men who want to marry (excluding gays) and financially strong enough to support their family are much lesser. So it is not excess, it is a necessity.

Death sentences is given to two types of people in Islam

1 – Someone who murder someone

2 – Someone who creates disorder/mischief on earth e.g rapist, dacoit

Again, in both cases, it is not excess because in point number 1, everyone's life is equal so murderer life is not superior to the murdered life, in point number 2, all people's life/honor/property is at stake because of one or more people.
