Quran does not encourage muslims to treat the children of Israel to be their enemies. The following is the proof:

Taha, Chapter #20, Verse #47, "So go you both to him, and say: 'Verily, we are Messengers OF your Lord, so let the CHILDREN OF ISRAEL GO WITH US, AND TORMENT THEM NOT; indeed, we have come with a sign from your Lord! And peace will be upon him who follows the guidance!" The phrase, let the children of Israel go with us and torment them not, in the above extract gives us the fact that Quran does not demand muslim to treat the children of Israel to be their enemies.

Muslims in the past did recue the children of Israel from their enemies. The following is the proof:

Taha, Chapter #20, Verse #80, "O CHILDREN OF ISRAEL! WE DELIVERED YOU FROM YOUR ENEMY, We made a covenant with you on the right side OF the Mount, and We sent down to you Al-Manna and quails,:

From the above extracts, it could come to the conclusion that Quran does not encourage muslims to treat the children of Israel as enemies.
