Please do think this point.

Allah can establish link directly with people, but He did not choose it so. Further, if He established direct link with all of us and even then if we disobey Him, then all of us would be damned liked the kafiroon.

If Rasool disobeys Allah, he would get far severe punishment from Allah, because, he knows those things, which are hidden to us.

So, it is mercy of Allah that He chooses only set of people to teach lesson to all others.

Allah knows person A loves him and person B hates him. But A's love and B's hate are inside them and hidden, so Allah creates situations with A and B, when their love and hate comes out of them and apparent to all others. Allah make them apparent, so that in the last Day, when A was sent to heaven and B was sent to hell, both would say, O Allah, you are just, I deserve it.

No, Allah did not create them stupid, they preferred to be stupid, because of their love for this world's pleasures, unthankfulness and unfaithfulness in Allah and Rasool's words.

Don't confuse Itmam-ul Hujja? See, I am trying to explain you or show you truth of Islam, even if I try my best to explain everything to you but you reject and deny it, I cannot say, that you did it intentionally, because I have no way to know what is inside your mind and heart. But Allah knows people's heart, even Rasool does not know people's heart. So Allah give both Rasool and people enough time, during which Rasool tells people Allah's message and His favors upon them and ask them to be grateful and give thanksgiving and get more favors in Hereafter Rasool also warn them against the coming punishment both in this world and Hereafter in case of their failure. After ample time, when people of that land fully convinced that Rasool is right by various experiences in their lives and observation of Rasool's character and steadfastness and sincerity, some of them become believer while others keep rejecting even their heart says, no you are not doing right. This is the time (Itmam-ul Hujja), when Allah asks Rasool to migrate from the land and then punishment comes on people which vanishes them from this land.

Itmam-ul Hujja will be done on all of us on last Day, and it will be such that if I go to hell, I would say, O Allah, you are just and true, I deserve it and if I go to heaven, I would say, O Allah, you are just and true, I deserve it.

May Allah forgive all of us.
