You said "I want a proportional response. Somebody kidnaps 2 soldiers, you dont start a war, you talk it out, or you take two of their people."

So what would be the "proportional" response to a group that constantly A) Outfits people with coats made out of plastic explosives and goes to the most populated area's that they can find in order to kill as many civilians (ie women and children) as they can find. B) constantly fires rockets randomly into civilian area's even when you give them what they want ( land ) they use this new spot to launch yet more rockets. than C) actually go into an area deep withen your territory and kidnap your soldiers, hold them hostage and refuse to let Red Cross workers or anyone else see them ( as international law demands ) I personally think this response is perfectly proportional considering the constant attacks israel ios forced to endure.

Also, you must ask yourself, say you were a soldier and were kidnapped by terrorists, wouldnt you want your government to do everything in their power ( up to and including all out war ) in order to bring you home, or would you rather have them sit back and whine and cry to the UN while the terrorists figure out the best way to sever your head for the camera.
