Wrong democracy and wrong GDP !

Where did you take the number from? It is roughly valid for Free Cyprus [ $21,200 for 2009 est. ] while the GDP per capita of the Turkish-occupied part of it is $13,253 (2009) and results to a large extent from c. $ 400 000 000 shipped every year from Ankara. Without the Turkish alms the economy of Northern Cyprus would have collapsed a long time ago.
