When things happened and the perpetrators where unknown, the Romans used to start the investigation with the question : "Cui bono?" "Who benefited from it ?" Who benefited from creation of the Islamic states of Bosnia and Kosovo? Islam and the Moslems ! Clinton was eager to improve the 'image' of the West in the Moslem world. The Moslems don't bother about images. Burning Israeli flags, effigies of American presidents, riots and public decapitations somehow don't impair their 'image' in the West. In the 90-ies after teh US-Islamic honeymoon in Afghanistan was coming to an end the Moslems wanted a secure Islamic bridgehead in Europe. They got it from the Americans. At the time of the Bosnian war the Iranians enjoyed a privileged position. They smuggled weapons and military instructors. Former Aghan fighters joined the Balkna battlefields too. The UN /USA connived at that. The Turks and the Saudis and many other powerful jihadi friends of America were very active too to promote the same cause. Their joint efforts and Clinton's venality and ignorance helped re-Islamize parts of the Balkans.

The Balkan crisis - just as the recent war in Georgia - showed how deeeply dependent and unfree media in the West are. They are all firmly in the hands of the politicians just as they are in the East. True, the methods of enslavement of the public opinion are more subtle and go mainly through salaries , administrative pressure and self-censorship of media people. Particularly useful is self-censorship which is amazingly hypertrophed in the West. It's only the Internet that has still escaped the mighty paws of the media control system.

As to what the leaders knew and what they didn't , I am not so sure in the first place if they were willing to listen to the info and opinions that ran counter to their pious worldview and pet concepts. During the Vietnam war the Americans had excellent information and analytical capabilities too. However, the politicians prefered to rely on their own opinions and act accordingly.
