You need to address the Hadith, too

"Is banning Quran same as banning Islam?"

There's also the Hadith, the deeds and sayings of Muhammad that are not (supposed to be) divine revelation. That describes the five pillars and the example that Muslims are supposed to follow (as in Quran 33:21). You need to look at both to define Islam, and of course also in the context of banning racist/violent parts of it from being used today.

The Jews got rid of the violent elements of their religion. It is time for Islam to catch up.
