Well let us read what Ibn Kathir tells us about the meaning of the word turhibuun in ayat al-irhab

وقوله ترهبون اي تخوفون به عدو الله وعدوكم

Or: His saying (Allah that is) turhibuun or tukhawifuun or to scare/terrorize the enemies of Allah and your enemies

Oh next? You and I will read al-Tabari who tells us the same

How come you did not know that?
