It is a powerful instrument of propaganda and blackmail. Its moral effects can't be overestimated either. It can paralyze and inspire panic into large segments of a weak enemy's society. But you can hardly win a battle just through terror unless you use superior regular armed forces or superior military technology.

This alternative is not given as a Muslim mustn't integrate into a kaffiri world. He can't serve both Allah and the infidels without becoming an infidel himself.
