Dr Pipes has long maintained that moderate Islam was a fundamental component in defeating Islamists (he estimated 10 to 15% of Muslims were Islamists), and now advocates that we offer them protection and incentives to motivate them to step-up and take action.

I'm impressed at the number of fellow readers of Dr Pipes that are skeptical of this assertion.

I'll leave it to others to debate the historical nature of Islam, I'd prefer to simply add my anecdotal observations. As someone who spends far too much valuable time within Muslim countries, I think he has his numbers backward, with the Muslims we might determine to be "moderate" only accounting for 10 to 15% of their populace. And with their faith being tribal in its nature, they will not step-up out of fear of being cast-out, hence nothing positive happens.
