Just this week Germany again refused to send troops into combat in Southern Afghanistan. They cited the fact that they are already committed to reconstruction efforts in the North and that diverting troops to the south would infringe on the primary mission of reconstruction. The speaker for the Verband der Bundeswehr, a non-profit organization stated German troops are not trained or equipped for combat with hardened Taliban fighters.

The only nation to commit troops to this quick reaction force is Poland. The NATO alliance is broken as German politicians use other excuses short of saying German public opinion will not support German troops engaging in combat.
