When he talks about "feminized males," Mark Steyn isn't talking about how often men have well-performed sex as a measure of their masculinity, or that they are infertile.

What Mr. Steyn means by "feminized males" is that they've lost the masculine sense of personal identity and gratification that comes with taking on the responsibility and succeeding at being, as opposed to just a shallow pleasure-seeking lover and companion, a husband and father, raising and guiding children (the next generation), protecting, loving and taking care of a family.

Also, he seems to be addressing a masculine identification and pride that comes from self-reliance and seeking personal success, rather than being dependent on and relying on any "other" -- like a nanny-state to take care of him. He's suggesting that the nanny state causes men to take on the traditional "feminine" sense of wanting to be taken care of and protected.
