Jinnah had made his demand for Pakistan known to British, presented by Fazlul Haq, in March 1940 at Lahore, perhaps forcing a bargain of "you want Muslim political support for war against Nazis, and even more the service of Muslim soldiers--then you had better give me a nation to rule, WITHOUT the risk of losing an election".

In March 1940, UK was at war with Germany--and indecisive PM Chamberlain (whose "peace in our time" had proved an absolute mockery already--and would prove even worse over the next five years) was still in office (until forced out in May 1940).
