Great ideal, but unworkable

The ideal you describe is the one behind the establishment of the League of Nations (aka "Lame Numpties" for their effectiveness) in 1918 and its successor United Nations (described more aptly in some of my other posts as "Useless Numpties")--which have been colossal failures since inception.
