Hi Lisa,
Why don't you write a comprehensive account of your relationship and money stolen by this Moroccan . Send it to :The Tourist Police ,The Minister of Tourism ,The Minister of Justice ,The Chamber of Commerce. In Morocco and The Moroccan Embassy in your Country.
Hire a lawyer ( Ask the fee ,probably would accept % of recovered monies )

Debt is a serious offence in Morocco . If you charge your ex with debt he will not be able to leave Morocco.
He cannot account for the money spent on this guest house . You can .
Many people are scammed out of money to set up businesses in foreign countries . I never understand why the victims don't fight back .
Morocco values its tourist sector . You will be able to get your money back it may be a lengthy process but don't give up . If he doesn't pay back what he owes you he could end up in Prison .
