The short version? No the Qur'an is not a Kitab Mubeen (clear book)! However, it must have been a Kitab Mubeen to Muhammad and his generation but there must have been a disconnect between Mecca and Medina of 610 AD-632 AD and far away Mesopotamia/Iran 2-3 centuries later. The real question is why would al-Tabari seemed to struggle in telling us about what the Qur'an really says!
