Yes, this is a scam. It's possible he's not even divorced. Getting a divorce in his culture is rare and really quite frowned upon.

Also, in regard to your question, it is very possible that she will be required to support him even if they separate legally. That's what can and does happen when contracts haphazardly are agreed to and involve the state.
