Broken Heart I'm sorry to read this and no wonder your heart is broken. He's one of the real nasty sewer rats. Report him to everyone it's possible to report him. Immigration, police, the US Embassy in Algiers. I don't think you will get your money back but make it tough on him in case he tries this with someone else because it needs to be on file about him. You must have met him many times so hopefully you have his real name, birthdate , and address will help. This is a lot of money and you reap what you sow and believe me he will! Piece of lying crap!
