If direct arguments don't work

There is no doubt the situation you described is a classic scam. The important question is what is their real motive here? With no offense to your mom, it's most likely not sex. Looks like the visa might not be happening. In that case the only option left is her money, quite possibly preferred in the form of... inheritance?! It's a very scary thought and I apologize for these words. Just imagine the situation involved an older man, what would be your best guess? From what you have said there might be a team of people involved in this. Who knows what extent of cruelty they are capable of once your mom decides to live with them and under their care.

Elder people tend to be stubborn. Your mom seems to be infatuated with the young scammer beyond all logic, she won't accept your arguments. She finds herself capable of making her own decisions and executing them as well. I assume you are not trying to question her mental stability in court.

Maybe my point of view is a bit controversial, but if I were you I would not escalate the conflict. I would do anything to stay on good terms with your mother, which means for you to remain informed. If there is no other way, help her bring the guy to US. Here you will have control and tools to expose him, maybe even charge with criminal behavior. You won't be able to help your mom at all if she lives under Algerian law. I pray for your her to come to senses before she is hurt. But you need to be really sensitive and consider the outcome of every move you make.

I'm heartbroken to read about all the trouble you have to go through to defend yourselves from someone's greed. I pray for peace for your family and your mother's heart.
