Hello,first of all, I am sorry for your mom and for your and your siblings. It is pretty obvious this man is scamming your mother for green card and/or money.

I had a relationship with an Algerian man for nearly 3 years. I have been to Algeria and saw how they live and what the culture is like. And I will tell you, if his "sister" were really a single mother, 99.9% chance, she would NOT be living at home with the family. Her family would have kicked her out and this child would be considered a "child of haram" (haram=sin), and this man would NOT have the child's pictures all over facebook. Unfortunately, this child would be seen as an embarrassment and dishonor to the family.

It is very likely his own kid and his "sister" must be his wife. Yeah, it is sad but some women over there will subject themselves to this kind of humiliation for a chance of a better life in the US after their husband get citizenship and can bring them over.
