it's not about the men; it is the word of God to Muslims-- in the Qur'an there is a verse that asks the Prophet to request to the believing women that they should cover themselves when they go out and show only what is necessary--such as the face, hands. Face can be seen, but there are traditions during the Prophet Mohammad's time where it is mentioned that sometimes the women did cover their face--but according to the scholars, it is not obligatory. Why should the women cover themselves?-- I don't know it's God's word; and God is All-Wise.
