Hi Jay:

What he is doing is trying to get you to offer money. Scammers often do this by putting on a sad face, staring at the ground and detailing their situation hoping and even expecting you'll offer them money. And really, if I had a euro every time someone said: "my XYZ is in the hospitial, and I don't know how to pay for it". In any case, his true hand is revealed and continuing contact with him is a waste of time.
