I'm not convinced they are just "friends" either. Even if she is okay with the arrangement, if they are romantically involved she is setting the bar really low.

But the kind of situation---where the person in the host country knows its a scam---could have lasting legal ramifications. In some countries, she could be financially responsible for nearly 10 years after he hits certain legal status and doesn't need her anymore.

I think she needs to realize it's NOT as simple as just going their separate ways after a time. She and him now have a contact with the state. So it's not just about him and her anymore.....
