Reporting Scammers

What you can do here is file a police report and follow-up with ICE. As far as other countries, you'd have to find their immigration authority and let them know.

I'm not sure if you should spend a lot of time on this because at the end of the day most First World immigration authorities are far more interested in terrorism, drug trafficking and intellectual property than they are in discerning a relationship for someone else.
