Feeling confused

The Algerian man I had stopped talking to contacted me and asked me to get on Skype. I did and he apologized for everything and said he was not perfect. He asked would I forgive him and I said yes I forgive you. He then pulls out the most beautiful unusual looking ring and asked for my hand in marriage. I told him no. He broke down and said I think bad of him and compare him to others who are bad. I read all these stories about Algerians on here and I'm sure they're not all alike but it hurt me to say no. I took under consideration many things. Such as we haven't spent enough time together, our worlds culturally are as different as night and day, religion, and all the stories I've read. He told me I would not hear from him anymore since I don't love him enough to become his wife. I hope I made the right decision.
