MLD, correct me if I am wrong, your brought him here with a fiance visa, right? Whether he came here on a fiance visa or any other visa and applied for the green card after you married him here, you can stop him from getting the green card. Typically, when the green card process is initiated, the foreign national (in this case, your Algerian husband) has his biometrics taken and quickly gets a work authorization even before the first interview with Immigration. After this interview which you will have to attend with him, since you are his spousal sponsor, if everything is approved, he will get the green card.

This first green card is not permanent! It is good for 2 years and after that he has to apply to remove the conditions on his green card obtained through marriage (in this case, the condition is still being married). So you would have to apply for him to have the conditions removed. This 2 year green card is like a trial (for lack of better words) to prove that the marriage was not for immigration purposes. So even if he has already got the temporary green card, you can still stop him from getting the permanent one. Contact immigration and report him. He can go marry his 21 year old Algerian back home and carry on with their miserable existence over there!
