To STL, about annulment

I'm from Russia. Annulment marriage is not, but I can get a divorce. He does not want to divorce himself! He said that I need to come, but I know that he can do everything himself. He just does not want to spend money for the legalization of documents and mail to me. My way - is a lawyer, but it is worth the money. I do not really want to spend money on a divorce, but perhaps this is the best
