Dilopma fee if true or not?

the girl from khemisset in morocco, we chat skype and open camera she show me herself real person, she is sweet nice woman, she ask for pay her dilopma fees cost $700AUD, it confuse me because I thought it free to get diploma so she trying explain me that she is honest tell me, I scare and might think it was scammer, she was furious angry to me, I understand her culture and respect her, I need someone who experience about moroccoo school college, she 24yrs years old, her mom struggle manage because her mom is single mother of three children, I make sure if that true for pay dilopma degree? she study for two years about hospital care for old people, her mom cant afford to pay her to get diploma, I hope that can you advise me if true or not?
