"Well I just found out that it is a criminal offence for an unmarried Muslim to have sex. It is also a criminal offence to sleep with another mans wife ."
It may well be a criminal offence in Tunisia because it certainly is in the Q'ran. I admire your tenacity, and intelligence and also your desire to protect your wife. You are completely correct in your understanding that this man is scamming your wife. I hope that she comes around in the not too distant future and realises what you have saved her from - financial ruin and emotional heart break.
