This will be a Fatwa decreed by an Immam for convenience according to the wishes of the believers that attend his mosque. It does not mean that All Muslims need to follow this Fatwa. I don't understand why this Immam and the creep need to carry such a chip on their shoulders. They are fortunate to live in a part of the free world and they still see this privilege as a scourge.
