To answer your question with absolute precision, no, not all men of any country are like that.

But I have observed that most people engaged in on-line, international dating have an unresolved personal issue, a mental illness or are a scammer or liar.

Your situation really concerns me, and I don't think what you have is real. If someone has told you that he is married---why would they lie? Because she wants to be with him? Maybe. Or maybe you have a guardian angel who is warning you.

You see, bev, these are the kinds of questions that have a powerful tendency to haunt those who do international, on-line dating. "Is it real? I want it to be, because it's great and interesting to be with someone so different, but why I can't I fully the situation?"

And this is the more conservative side of the argument.

I think you not only need to ditch this man but also need to avoid trying to find someone on-line overseas. I'm not sure you'll ever be able to convince yourself to fully trust a man you meet in that regard.
