First of all, I don't see how you could possibly be happy if you reacted in such a way finding out that he's already married as to tolerate him marrying another woman.

To answer your question, yes, some Muslims do practice polygamy, and even if it's illegal, the state doesn't always catch it.

You'll want to do a background search on your husband. Is he joking? My sense is that he said it to see what your reaction would be, one way or another.

Either way, it's a mistake to let him marry again. While I have doubt that you have desirable qualities as a woman, if he likes the wife or wives better, you may find yourself not getting enough attention and confined to the house doing chores (even in a place like Japan) while he and the other(s) have a night on the town.
