Turkish ex-boyfriend won't break it off completely

My ex-boyfriend is Turkish. He and I met at 18, he is born in Turkey but raised here in Canada. I lost my virginity to him and he told me i was the one for him. Fast forward 2 years, he breaks up with me and tells his parents that same night. He told me he felt suffocated and unhappy. 2 years since our break up he still talks to me. He says now he just needs time to "find himself" and that he wants to be with me. It's confusing because he tells me he wants me to move on. He asked me if I do get a boyfriend....and lets say he decides he wants to be with me finally...what would I do/say?

Is this part of his culture? Does he really not want to be with me or is it influence from his parents? Or maybe this has nothing to do with his culture and just on the fact that he doesn't see a future with me? Help!
