Yes, definitely, verse 31 speaks by itself. I was glad to see that even in Wikipedia it's commented this, and even affirmed that this verse is not Meccan but Medinan!:

The citation in regards to this finding is needed though. I would have liked to know the source!

Also, the meaning of that verse is not easy to grasp, especially when compared to the other ones. Very forced verse.

It's very interested what you say about to whom "Allah" was referring with the cloaked one! Having Muhammad proclaimed himself to be that one, commanded by Him to save the whole humanity from the hell fire! Please, tell me more!
