When you treat a widespread malignancy, you cannot just use surgery or radiation. Point killing or removal. You must use chemotherapy; systemic killing.

This instance is the same. Although we need military might for interim defense, it will never lead to a permanent solution. Education is the answer. Detractors will call it propaganda. We must change the thought patterns and ethics of these barbaric primitives. We must deluge them with information that will eventually cause them to doubt their culture, religion and mores. Then we can deluge them with our civilization's teachings. This will be a long process, but the longer we delay, the more ingrained will be their terror and hatred education in the subsequent generations' terrorists.
