part of the problem is the UN and the us .
After the 1967 for instance the UN passed a resolution Israel should withdraw from territories as if Israel were the aggressor.
In that very same resolution one can read : " Emphasizing the inadmissibility of the acquisition of territory by war..".
In other words : Nasser can vow to destroy Israel as he did in may 1967.

But after Israel wins.., the UN comes to the rescue of the defeated Arab countries saying it is not admissible to acquire land by force.
After Israel declared Jerusalem at its capital.., resolution :
"The United Nations responded with U.N. Resolution 267 on July 3, 1969 stipulating that Arab Jerusalem counted as "occupied territory." The vote was unanimously in favor. The vote was unanimously in favor.".

There is no way Israel can win the war because UN does not stop Arab aggression ( 1973.., the suicide bombers..) , and when Israel wins.., the UN come in rescue of the Arab countries and does pass a resolution saying Israel has no right to acquire land in war.
It is a win win situation for the Arab countries.
If they managed to crush Israel just once..., they win the war once and for all.
If they get defeated.., the UN will come in their rescue and declare Israel must withdraw.

The US has contributed to such a situation when voting favorably on UN resolution 242 and 267.
