We are not allowed to kill kuffar who do not fight us. If they wage open war against us, then we are allowed to fight them. I am not saying this, Allah says this in the Quran. If do not believe me read Surat An-Nisa'. There are ayatollah talking about about non believers who do not wish to fight the Muslims.
