Where is the true jihad?

If real jihad means elimination of evil and control over anger where are the real Moslems? Why have they not embarked on jihad against the minority extremists who are engaging in violent terror in an attempt to destroy civilization? Who has issued a fatwah against terrorism? If the vast majority of Islam is peaceful why do they not call the terrorists to account? The only rational conclusion is that although they do not engage directly in terror, they are in tacit support. This silence by peacefu Islam feeds the irrational belief held by some that all Moslems are potential terrorists.
