jihad is on any non muslim who is attacking you or intends to attack you(offensive defence). it is haram to attack any innocent(this is sometimes a difficult thing to ditermin) non muslim...muslims are not alowed to hurt or kill any muslim unless if it is in self defence and if you do not kill him he will kill you..
