All male should be circumcized for cleanliness and for good hygiene. Ask any female about the bad smell from a man that has not been circumcized, who has been with one. Sir you will have to take it up with God, why man are not born circumcized. My educated guess would be for the respact of mothers who give birth to boy, that the top of the penis is covered by foreskin that it does not touch his own mother. Once born, boys should be circumcized for cleanliness. Muslim religion does not permit female to be circumcised. If you see people doing it, is because they are practicing their own culture's from the past and for some reason are un-able to let go of it. Its just like asking, why is the banana covered and to eat it, one must peel it first. There are many examples like these, when it comes to food that God created for us. If you don't agree, please take it up with God, when you see him after death.
