You are very correct and this obscure doctrine was first developed by Shi3a Muslims who were trying to protect their lives from Sunni Muslims but now it is also claimed by Sunni Muslims

The primary source of such doctrine is Q3:28 as for Q16:106 it is only part of the doctrine which is:

1. Muslims can pretend to be friends of non Muslims but still claim to be Muslims

2. Muslims can pretend to be non Muslims as long as they feel in their hearts that they are Muslims
