How to deter Iran

Iran claims that the goal of its Nuclear program is to provide an alternative energy source. Such a program will have a cost, presumably financed in part by Iranian oil revenues. Could Russia or China provide Iran with the necessary electricity generated by their joint nuclear generated power plants at a competitive cost to Iranians? i.e. Oil for Watts.
