"The sceptre shall not depart from Judah, nor a lawgiver from between his feet, UNTIL Shiloh come; and unto him shall the gathering of the people be. " Genesis 49:10

because jacob said the the new prophet will not come from the descendants of judah which means it is not Jesus ,

while in this verse :

The LORD thy God will raise up unto thee a Prophet from the midst of thee, of thy brethren, like unto me; unto him ye shall hearken" Deuteronomy 18:15

in this verse there is a prophet will raise up from their brothers means brother of judah whicj automatically are the descendants of Ishmael who is their brother.
